DVSA Driving Test Booking Rules 2026: What Learners Must Know

If you are learning to drive in Worcester in 2026, the DVSA has changed the rules on booking a practical test, to cut waiting times and stop misuse of the booking system. All of the changes below are now in force. At PassLee Driving School, we want our learners to stay informed so there are no surprises when booking or managing a practical driving test.

What Has Changed With Driving Test Bookings in 2026?

The DVSA brought in several major rule changes during 2026. They affect every learner booking a car driving test in England, Scotland and Wales, and they are all live now.

  • Only learners can book their test – from 12 May 2026, instructors, family members or third parties can no longer book or manage your test.
  • Only two changes allowed – from 31 March 2026, you can only change your test date, time or centre twice before needing to cancel and rebook.
  • Restrictions on test centre swaps – from 9 June 2026, you can only move an existing booking to one of the three nearest test centres.
  • Learner-to-learner swaps only – swaps must exactly match the same test centre, date and time, and can no longer be arranged by instructors or third-party sites.

The Test Itself Changed Too

Separately from the booking rules, the DVSA changed what actually happens during the practical test. These came in on 24 November 2025 and apply to every test taken since:

  • Independent driving doubled from 10 minutes to 20, so it is now around half the test.
  • Fewer emergency stops – now asked for in roughly one test in seven.
  • Fewer manoeuvre stops, down from four to three.
  • More time on faster roads, to better reflect the driving people actually do after passing.

The effect is a test that feels more like a normal drive and less like a set of exercises. For Worcester learners that means more time on roads like the A4440 and the bigger roundabouts, which is where lessons should be spent anyway.

Why Did the DVSA Change the Rules?

Driving test waiting times reached record levels due to increased demand after COVID backlogs, a shortage of examiners, and automated bots booking and reselling tests. The DVSA says the new rules aim to make booking fairer for genuine learners.

What This Means for Worcester Learners

Planning ahead is now more important than ever. We recommend only booking your test when your instructor says you are ready, avoiding unofficial booking services, and checking the official GOV.UK booking service regularly for cancellations.

Frequently Asked Questions

No. Since 12 May 2026 only the learner can book, change, swap or cancel their own test. Your instructor can still advise you on when you are ready, but they cannot manage the booking for you.
Twice. Since 31 March 2026 you can change the date, time or centre twice, down from six. After that you have to cancel and rebook.
Only to one of your three nearest test centres, and only since 9 June 2026. This stops tests being booked in quiet areas and then moved into busy ones.
The changes aim to reduce bots, reseller abuse and long waiting times.
