DVSA Driving Test Booking Rules 2026: What Learners Must Know
If you are learning to drive in Worcester in 2026, the DVSA has changed the rules on booking a practical test, to cut waiting times and stop misuse of the booking system. What Has Changed With Driving Test Bookings in 2026?
The DVSA brought in several major rule changes during 2026. They affect every learner booking a car driving test in England, Scotland and Wales, and they are all live now.
The Test Itself Changed Too
Separately from the booking rules, the DVSA changed what actually happens during the practical test. These came in on 24 November 2025 and apply to every test taken since:
- Independent driving doubled from 10 minutes to 20, so it is now around half the test.
- Fewer emergency stops – now asked for in roughly one test in seven.
- Fewer manoeuvre stops, down from four to three.
- More time on faster roads, to better reflect the driving people actually do after passing.
The effect is a test that feels more like a normal drive and less like a set of exercises. For Worcester learners that means more time on roads like the A4440 and the bigger roundabouts, which is where lessons should be spent anyway.
Why Did the DVSA Change the Rules?
Driving test waiting times reached record levels due to increased demand after COVID backlogs, a shortage of examiners, and automated bots booking and reselling tests. The DVSA says the new rules aim to make booking fairer for genuine learners.
